The Metropolitan Digital Development Plan defines the priority actions for the Greater Paris Metropolis in terms of digital infrastructure, services, and uses for the 2024–2025 horizon.

The plan aims to co-construct a “Metropolis of Intelligences”, generating economic and social value through the new opportunities offered by digital technologies and the collaboration of local stakeholders.

The Metropolis of Intelligences faces six key challenges. It must become a Metropolis that is :

  • Connected, to ensure universal access to digital infrastructure
  • Inclusive and supportive, to combat the digital divide and promote digital access for all
  • Resilient and sustainable, to optimize various processes (urban services, urban logistics, circular economy, etc.) and reduce environmental impact
  • Radiant and attractive, to foster the economic and cultural development of the entire metropolitan area
  • Agile and efficient, to improve public administration and develop new public services;
  • Collaborative and participatory, to engage with a wide range of public and private actors, involve residents, and sustain a long-term innovation cycle

Like digital technology itself, these six challenges are cross-cutting and closely linked to the other competencies of the Greater Paris Metropolis, making them essential to metropolitan development
